2)Line & Neutral=230V Line & Earth=240V Neutral & Earth=10V

I am not sure, but this is what I can understand from the
condition given below:
For case 1:The neutral - earth path which should be at 0
potential under normal operating condition is at 10 Volts.I
think the system is facing unbalanced condition i.e a
condition called as 'Neutral Shifting'.So the unbalanced
current will flow from Neutral to earth.the earthing has to
be proper so that personal and the equipment will be safe.
For case 2:The earth is at a higher potential when compared
to the neutral.hence it may cause 'reverse feeding' or 'back
feeding' of the current from earth towards the neutral.An
equally dangerous condition.

As Raghvendran said, the system is having 'neutral
shifting' condition.
In other words, In case 1, The system is FLOATING at +10
volts. In case 2, the system is floating at -10 volts.
