hey guys i recently saw a long transmission line in which a
sort of balloons in red and white color were hanging at each
section.do u have any idea why are they kept for?

Its purpose is mainly for aircraft warning device as cables is hardly visible for the aircraft.

during the maintenance of xmission line this sort of tech
is used. in this way red ballon are placed over that
section which may b in any possible way may be faulty and
results u static charge. thus this provide information to
the person who is maintaining the cable that which region
is hazardeous.

ya they are indication to flying planes, helicopters etc ythat transmission lines are present. because lines are not visible from aircrafts and they can and have faced accident in the past
