why some time Railway Fan not Rotate,But after a small
rotation by human then it rotate normally? Why?

Is because of the accumulated dirt inside the fan shaft.
Clean it and apply some oil lubricant on the shafts an it
would rotate again as normally as how it was before when it
was clean.
