If the Hi-rarchies are not defined in the universe
level .Is it possible to do in the report level?

in webi.. it will take automatically by universe default hierarchy.. if we create custom hierarchy in universe webi will take that custom hierarchy so simply we cant create our own hierarchy in webi.. but we can manage custom/default hierarchies of universe

Yes,we can define the Hierarchies at DeskI report level
also.These are custome Hierarchies.
Analysis -> Hierarchies -> New...Give the name and move the
available dimensions.
Only Dimensions used in report are available for defining
Hierarchies.

Yes ,In Edit query level we can create by using scope of analysis and at Edit report level using Drill option
