voltage or current are called passive components. example:

In terms of gain in signal ::
active element can create some gain to the signal passing thru it on its own
passive cant introduce gain

add some thing into the input in the form of gain or
attenuation.like tansistors,diodes etc.
but the passive component can't capable to change the input
means no gain no attenuation but have some energy loss in
the form of heat like resistor ,capacitors etc.
