Both are one and the same regarding the function. Higher
capacity choke is called ballast.

1.Choke is a type of x-mer which step down's 250v a.c in to 110v a.c.
2.Blast is a electronic circuit which converts 250v a.c into 110v pure d.c.This effect produces a rapid & continuous flow of electricicy.

in single phase circuit if i connect a heater between phase and neutral, then what will be the current path? phase to neutral or neutral to phase.
