if it is open circuited the whole current in the primary becomes magnetising current and a dangerously high voltage will appear across the secondary which will cause insulation breakdown and even something worse.so it,s secondary always kept shorted.

Basic transformer formula:-
Vp x Ip = Vs x Is
Now our Vp > is very less (5 to 10V)
Ip > 2000A
Is > 1A
hence, Vs = (Vp x Ip)/Is
If Ct Secondary open circuited then Is = 0
therfore Vs = ( 5 x 2000)/ 0
Vs = ∞ i.e Infinity.
Which will harmful to Human Being.
Therefor CT Secondary never short circuited.

In CTs only a negligible part of the primary ampere turns
is used to magnetising the core .Remaining ampere turns is
counter balanced by secondary due to shorted.Once opening
CT in energised condition high voltages presents in
secondary causing faintal shock and the CT core will damage
