Basic transformer formula:-
Vp x Ip = Vs x Is
Now our Vp > is very less (5 to 10V)
Ip > 2000A
Is > 1A
hence, Vs = (Vp x Ip)/Is
If Ct Secondary open circuited then Is = 0
therfore Vs = ( 5 x 2000)/ 0
Vs = ∞ i.e Infinity.
Which will harmful to Human Being.
Therefor CT Secondary never short circuited.
