joule is also n-m but it is associated with heat and work.
it is after name of inventor joule. moreover torque is the
tendency of a force to rotate the member about a line or
axis and its mag is force*perpendicular distance from line
of action to the axis of rotation. it is clearly evident
from unit N-m hence used.

Torque is a cross product of force and perpendicular
distance.but work is a dot product of force and displacement
of the body.SO in order to differentiate between dot and
cross products, expressed units are different, even though
dimensionally units are same.

or "Joule per radian".
The joule, which is the SI unit for energy or work, is
dimensionally equivalent to a N m, but this unit is not
used for torque. Energy and torque are entirely different
concepts, so the practice of using different unit names for
them helps avoid mistakes and misunderstandings. The
dimensional equivalence of these units, of course, is not
simply a coincidence: a torque of 1 N m applied through a
full revolution will require an energy of exactly 2&#960;
joules.

in actually, the torque is only concerned with energy in machenical sense and can only be used in form of work energy, heat energy, thermal energy etc.
the torque can't write as joule because it is not any type of energy in itself.it just effect the rotational motion of a body but not having any type of energy.

since joule is the unit of work.and work is equal to force
multiply by distance moved because of action of force.but in
case of torque which is equal to force multiplied by
perpendicular distance from it,can not be the force.so joule
can not be used for torque.

Trouq is actually turing effect the efectivness cant be the
ability of a body to have some work. so that is why its
unit is n.m. While work is the actulally use of energy that
is why its unit is joule.

Joule is also the N-m but it is related to energy (work and
heat)and given the name after Joule. Whereas torque is the
tendency of a fore to rotate a member about an axis or
center at a perpendicular distance from the point of
application of force to the axis. It is force * arm length.
So it is evident to call Nm.
