Pelton Wheel is a pure impulse turbine.
ANd the Leonardo de vinci model of impulse turbine is a
pure reaction turbine.

De-Lavel turbine is a pure impulse turbine. And no pure
reaction turbine exists.
Parsons turbine is 50%reaction turbine.

The enthalpy drop in reaction turbine is less and so large number of stages are required which increases the length of shaft and may bend in lateral direction which adds to additional deflection due to rotation. And pure impulse is not possible owing to high speed of the turbine. So it should be a combination of impulse and reaction stage
