The enthalpy drop in reaction turbine is less and so large number of stages are required which increases the length of shaft and may bend in lateral direction which adds to additional deflection due to rotation. And pure impulse is not possible owing to high speed of the turbine. So it should be a combination of impulse and reaction stage
