As per our system, Vtg between two phases is 415V.so bulb
glows brightly for sometimes after that it may be blow-out
due to high vtg.
The reason, bulbs are specially designed for 230V AC.

if the frequency between the two phases are differ then
the bulb is blinking according to frequency difference(f1-
f2)

Actuallt it has multiple answers as the bulb and the voltage supply specifications are not given
I am assuming it to be a normal domestic bulb of 220 volts connected to a 415 v delta supply. The phase to phase voltage is 415v and the bulb will blast.

If it is like delta connected for line to line and no neutral then, one side of delta connected bulb will glow brighter,the other two sides will go dimmer, probably one side of it won't glow.
