Lower is the correct answer, because the fatigue is also
known as repeated applying tension and compression. For
example when you want break a wire you bend this way that
way. When you do so the layer of the wire will once
experience tensile and next will experience compression
load. For determing the fatigue life of the component this
number of cycles which could stand with out failure is
taken. Where as when we say static loading, it is like
creep.

in fatigue load, the loading rate is higher, when compared
to gradually or statically loaded....

However the stress produced will be the same as the
material will have same strain energy...

The yield point will be lower (HALF) in sudden loading
compared to gradual loading...
