There is no formula. It is always a thumb rule. The dielectric
break down of air is about 6kv/cm of gap. So depending on the
terminal voltage, use a rational distance keeping in mind the
connecting terminal dimensions of the cable. An average of 15
cm space between phases in 11Kv accepted as a practice.
