Turbine has to rotate at a speed (Say 6000 rpm) but when due to some reasons like tripping of any equipment or turbine itself it.s speed goes down then turning gear engages with the turbine and rotate it at a speed (say 300-400 rpm) to avoid developing the thermal stress. There is clutch with turning/barring gear which automatically engages with turbine shaft and rotate it with the help of a motor.
