Spacer bar are used to maintain the depth of the bars as per the design, also the size of the spacer bar should be such that the coarse aggregate should pass between the two layers of the Rebars,

So if in concrete 20mm aggregate are used then spacer bar should be of 25mm size so that aggregates can easily pass through it
