Measure size of 11 KV winding wire ( near HV Bushing or tap changer0 and find out current by using a current density of 3 A/Sq.mm and then KVA.
 Ex : HV Conductor Size = 60 Sq.mm  i.e I1=180 A So KVA = 3500
     and cross check with LV conductor size which will be
     1650 Sq.mm.

Almost all dist transformers have similar cooling , compare the quantity of tr oil with known one to get appx rating
