Dipole moment change means change in magnitude of +ve and -ve charge between two bonded atoms. To alter the dipol moment stretching or bending vibration is necessary. There is no these types of vibration is found.

In IR spectroscopy for the preparation of pellet we use KBR
Because kBR has no absorbance in IR region

Kbr and sodium chloride cells are alkyl halides so its donot react and do not exhibit any absorbance spectrum

in IR kbr shows 100% trasmisson.so we prepare pallet with sample than it shows only spectrum of sample.also kbr is inactive in IR.

KCl also can be use.
