1000 sq ft * (4/12) = 333.33 ft^3
now,
333.33 ft^3 * 0.02832 = 9.44 m^3
take 1:2:4 ratio per m^3 cement 310 kg
now,
310 * 9.44 = 2926 kg
2926 * (5/100) wastage =3072 kgs
3072/50 = 61.44 take 61 bags

Generally we use M20 for almost concrete works so M20 ratio is 1:1.5:3,for 1m^3 for M20 grade it requires 8 bags of cement ,like wise for above question it becomes 9.3m^3 hence cement bags required are 9.3*8=74.4 approximately 75 bags
