It can be mechanically inter locked using three lock two key syste. Either two incommers can be ON while coupler is of or any one incommer and the coupler is ON at a time

put one bus coupler CC circuit relay contact in series with
the other relay cc circuit, this is simple and achivable.

I have a 25kVA three phase transformer on our property.
