440V is the nominal voltage to compensate for the transformer internal impedance. i.e a transformer with 5% impedance will drop 5% volts at full load. So fully load the transformer will be at or around 418v. It also allows us to use the transformer tappings to compensate for supply discrepancies.

415V is the RMS value between line to line and 440V is the maximum peak value. RMS is the heating capacity of the waveform which is equivalent to the DC voltage.
