business view manager is one of the sematic layers like
universe.
but it supports with only Crystal rpeort bt not with webi...

If you are asking about only create universe in BO there is only one gate way that universe designer.
But if you are asking about semantic layer, we have
Business view manager and Voyger apart from universe.
Through BVM we can create only Crystal Reports and source should be in the form of tables.
Through Voyger we can create only voyger dash boards and
source should be in the form of cubes.
