One Labor digs 1 cubic meter earth in one day. His per day charges will be Rs.200 But If the same work is done with foklen or JCB charges will be lower hence the charges of Rs.125/- per Metercube are reasonable.
my proposal is firstly all farmers be provided with jalshiwar of 10,00,000 Ltr.i.e 1000 Cubic meter at the cost of Rs.1,25,000/- sufficient for 1acre farm
The farmer can be provided with 10,00,000 liter water at Rs.1,00,000/-
With this water The farmer shall produce rainy season crops plus rubbi crop or vegetable crops. Many farmers have earned
at least 4 lakh Rupees./acre.with less water.
suppose the necessary loan is given by local Gov.district bank.
the gross overall income of the farmer can be Rs. 400000/-
Considering that Rs.50000 is expended for organic manure and labor. and the whole amount of Rs.250000 (capital + interest ) the farmer earns Rs. 1 lakh in first year and next year at least Rs.300000/-and so on.
If gov concentrates on all rivers and deepan the rivers by one meter and provides just one meter bunds (without widening the rivers)throut the river beds for all rivers in Maharashra the water availability could be much more due
to rain collection in jalashiwvar and the rivers.By this way all the villages can be water sufficient in next yearJune 2016-May 2917,
Hence Gov.should take up the work on War Footing so that the farmers of 2 crore hector will earn Rs.20 lakh crores
inthe year 2016-17.

Further to my previous answer,I want add that by way of cultivating fruits/vegetables with simple drip irrigation enthusiast farmers have earned at least Rs. 2/- per liter of water.You can find this on internet web -successful farmer of India-
