Transformer is static device there is no any rotating part
so there is no any friction losses, only iron loss and cu
loss in transformer, iron loss depend upon the voltage and
cu loss depend upon the current, there in no any loss which
depend upon power factor,so rating of transformer only in
kva.SO NOT IN KW..

the transformer rating in kva.the substaion step down or
step up the voltage the current will be constant

above answer is correct if we talk about transformer, but as question is why s/s in kv....?? transmission capacity of incoming feeder is named as 400Kv, 220KV 132KV and so on...
for ex. in 220KV/132KV/33KV s/s there will be at least one /two 220Kv line and 132KV outgoing feeders that may be depend on the requirement..

The structure and insulation levels of materials used are
designed on the basis of system voltage which remains unaltered.
