Earth Is a very good conductor or very good insulator.? If
a good conductor then why current donot flow through small
piece f earth and if a good insulator then why we use it as
return path in lines.???

Yes earth is a good conductor. But to use earth as a
conductor there are specific methods e.g. earthing etc.In
other words we can say that without moisture the earth acts
as an insulator but when there is moisture the the earth
behave like a good conductor.So, in a small piece of earth
if there is moisture then it will act as a conductor.

earth conductivity depends upon soil resistivity which is different at different points. If it has more minerals, moistures than it will work as conductor but we cant keep soil resistivity constant. Thats why we can not use.

in electrical system we are taking Earth as a good conductor..
and the conducting property feels for hing value of
current..so it is considering as a return path in Earth

Earth is not a non-conductor nor a good conductor. It becomes good conductor due to its size . But the resistance between earth electrode and the earth can not be made zero easily and economically . In SWER system earth is used as return path
