Your link is 32 Amps so if any more than that specified
32Amps current occurred means then the fuse link will trip
i.e. its blown out that fuse wire.

That 64Amps is mentioned the Switch Fuse Unit(SFU) withstand
capability.i.e. that SFU Unit can withstand upto 64Amps.

In sfu there is no tripping mechanism generally. Tripping
takes place at the set value.The link may sustain 64 A for
a short period if the cont capacity is 32 A
