I agree with Mr.Suresh,ecause earth is good conductor as
compared to human body.That's why, even though you touch the
transformer body(dome), it will discharge through the
earthed conductor only.

no never.....
until the transformer body is not properly earthed .we
generally gave 4 earthing to it .2 for body earth ,one for
neutral ct, and one for tap changer
