No the surge can't effect solar panel coz mostly solar
panels has revers current protection,

A diode used in solar panels to protect the panel from
revese current generated from rectifiers, batteries or any
other source either surge, so solar panels remain safe,

but the surge can effect others equipment powered by solar
panel if there proper earthing is unavailable or surge
protection devices or not installed.
