yes u can use earth as neutral, because neutral is nothing
isjust return path, now by using earth u r change the path
but the purpose will be the same.

There are 2 answers to this depaending on where it is used.
1 - in a normal situation using the earth as a neutral will
work as the 2 are connected toogether to keep the neutral
at 0 volts. The reason for using a separate neutral and
earth is that they have 2 different functions. The neutral
is used to provide a return for the phase current. The
earth is used as a protection against shock.
2 - In some distribution systems where a long distance is
requierd, using the earth as a return can save a
considerable cost. for a single pahes circuit only one high
tension wire will be needed as the other side of the HT on
the transformer is connected to the earth.
