There is no specified value of leakage current,Normally it
depends on how much load is connected.Normally it is in
milliamps.For example : In 11kV SWGR we highpot with 20bays
(indoor SWGR)we can get around 20 to 30 mAmps...
Cable: -
for cables normally we can get around very low Milliamps...

3 mA for 11 kv for my sites,and really it is possible in 3c240 xlpe/pilc joints(new ,short distance).
3c240 pilc possible with 8mA max(length and old)
dry country with under ground system.
no rain at all..(no effects from water,but may from see)
