Why the steam turbines are run at high speed where as the
hydro turbines are run at low speed?

The underlying reason is economy and efficiency.
The efficiency of steam turbines is high when the turbine
is run at high speeds(3000,1500 rpm)where as the efficiency
of hydro turbine is high when the turbine is run at low
speeds(750,375 rpm).
