the voltage between two phases is called phase voltage
and the voltage between phase neutral is called line voltage

both are actually same....
v(line)= v(R or Y or B) - v(neutral) = 220 v
now,
v(R) - v(Y) = [v(R)-v(N)]-[v(Y)-v(N)]
but both the phase are separated by a phase angle of 120 deg
so acc. to vector addition
v(R)-V(Y)= [(220)^2 + (220)^2 + 2*220*220*.5]^.5 = 220*1.732
= 381.04
and not 440...plz think bout it
