Answer / uthaya kumar
there is no line to line voltage
line voltage=phase to phase voltage or root 3 times of phase voltage
phase voltage= phase-neutral
for india
phase to phase voltage(line voltage) = 400v(1.732*230)
phase voltage=230v Frequency-50HZ

actually question is not clear
question should be "what is phase voltage @line voltage."
Phase voltage is phase to neutral voltage.
line voltage is phase to phase voltage.

Three phases can be connected either in star (Y) or as
Delta (Δ). In star connection the line and phase currents
are one and the same. But the line to line voltage is
square root of 3 times the voltage between a line
(or phase) and the neutral. In domestic connections a
wire from the neutral and any one of the phases are
brought in.
Therefore, in Delta connection V (Phase) = V (Line) = 240
in INDIA
In Star connection V (Line) = Sqaure root 3 of V(Phase) =
415 in INDIA

Phase to Phase Voltage is measured between any two phases.
Line to Line and Phase to phase is equal meaning lines. It
may be 440 Volts.
Line Voltage means Voltage is measured between the any
phase and Earth. It may be 240Volts.

The phase-to-phase voltage is the voltage between the 3
phases. Line-to-line voltage is the same as phase to phase
voltage. Both are better know as the "line voltage".
The phase to neatral is the voltage between one phase and
the neatral. This is better know as the phase voltage.
Example: for a balance 3 phase 415 line voltage system, the
phase voltage is 240V (415/sq(3)). Thus, the line-to-line
is 415V and the phase to phase is 415V. The phase voltage
is 240V and the phase to neatral is 240V.

--Star Circuit--
As for Phase Voltage = PVa to N
*which is always = 240V (on each phase)
As for Line Voltage = PVa to PVb
= 240 x 1.732 (square root of 3)
= 415V
*Line Voltage: The voltage present between any two of the
conductors in a three-phase system. It is 1.732 times higher
than phase voltage in a WYE connection.
*Phase Voltage: The voltage between any one conductor and
ground.
