when moment of resistance is more in tension zone (bottom of beam) than extra reinforcement to be provide in compression zone ( top of beam). threre should be provide doubly rc beam otherwise singly rc beam .

When there's chance for reversal of stresses we go for doubly reinforced sections to increase moment of resistance
