In case of high pressure turbine specific volume is less so less space is required.Singe pass design is satisfactory so no need of reduce the size by double pass designing.High pressure is maintained at outlet by using 1 or 2 impulse stage at starting stage so after reheating it must be able to reach up to last stage fr high work done.So high pressure at O/L of HP turbine is needy.So single pass design.

An opposed flow high pressure-low pressure steam turbine balances thrust of the high pressure steam turbine with the thrust of the low pressure steam turbine allowing a reduction in size of thrust bearings. Higher stage reactions in both turbines may be incorporated since they are offset with the opposed flow, allowing a higher steam path efficiency.
