By designing good earthing system it could happen as done in
grounded wye system in T.L where earth serves as a neutral
conductor.

In the multiple neutral earthed system of transmission the neutral and earth are of the same resistance so the load would function as normal,

I think yes for smaller load but not sure for bigger loads,
also depends upon the earthing.

Practcally NO, as the earth resistance is usually around 5
ohms in domestic and ind installations and add about 3 ohms
that of Tr neutral earthing.The voltage drop would be
about 80 V in the return path and voltage available for the
appliance would be apprx 150 V with the current dropping to
10 A , for 230 V single Phase supply.Hence it is
possible,if only the earth resistances could be reduced to
very low values
