b'coz 11,22,33 are phase to phase voltage,LA rating is
phase to neutral.that's y LA rating is always less than
system voltage.

10 ka is nominal discharge current that means the surge current that flows trough ihe la after the spark over & it is expressed in crest value of spcife=ied wave (tested).
10ka < 66kv (lighting stroke is high)
5ka < 66kv(lighting stroke is low)
2.5ka > 22kv small substation
1.5ka > 22kv small trafo
