Why in medium voltage system(3.3kv to 33kv, neutral is
earthed with either resistance, reactance or neutral
grounding resistance?

voltages which are mentioned will be used in distribution
applications where fault current must be limited to limit
the loss of life and machines, hence it is earthed to
through resistance or reactance, earth fault relays must be
very sensitive enough to snip earth faults in these systems

You need to limit earth fault current in medium voltage
system if rotating machines are connected to the system.By
adding NGR E/F current is limited hence during earth fault
in motors or in generators there will be less core damages.
This will reduce repairing cost of machines (Repairing of
core damages are very costly in large machines). Only thing
you need to do with resistance grounding system is to
select sensetive relays and set them correctly.

to limit the fault current so as to minimise the fault
current. the system can run with a single fault. when
second earth fault occur the system will trip of fail. so
when the first fault occur corrective step has to be taken
to rectify the fault. thus neutral is earthed thro'
resistance or reactance will increase the relability of the
system
