Why in medium voltage system(3.3kv to 33kv, neutral is
earthed with either resistance, reactance or neutral
grounding resistance?

You need to limit earth fault current in medium voltage
system if rotating machines are connected to the system.By
adding NGR E/F current is limited hence during earth fault
in motors or in generators there will be less core damages.
This will reduce repairing cost of machines (Repairing of
core damages are very costly in large machines). Only thing
you need to do with resistance grounding system is to
select sensetive relays and set them correctly.
