IC( Integrated Circuit) is made of Transistor inside. If
this transistor is PNP( P-Emitter N-Base P-Collector) type
then to make transistor in active region, Jc( Collector
junction) must be in Reverse bias condition for that Vcc
(DC power supply )must be negative.

in IC mostly we use transistor its act as differential
amplifer,negative feedback amplifier,instrument amplifier &
isolation amplifier such type of amplifer need dc -ve
voltage to create a inverting signal by transistor biasing
thats why -ve dc voltage need
