This is depended on the company process.
in our company we are sending the bugs directly to pm in
some projects (Here Pm sending to concernd developer)and
sending to developer directly who developed that
functionality in this case they will specify the developers
names in the release notes.

when a bug is found first the tester report to test lead
then test lead will assign the bug to concern developer.

If there is a change in the object type eg: A button is changed as link, 1.
