Converting Binary to Excess-3 Code:
1. Subtract the binary number from its binary equivalent of one less, which is obtained by flipping all the bits of the original binary number (i.e., replacing 0s with 1s and vice versa).
2. Add 1 to the result.
Converting Excess-3 Code to Binary:
1. Subtract 1 from the excess-3 code.
2. If the result has all 1s, then the original binary number was all 0s (binary 0). Otherwise, convert the result back by flipping all the bits (replace 0s with 1s and vice versa).
