Because the air from the atmosphere or compressed air it is use for the good combustion of the engine unlike when we try to use the sea water for the main engine of the ship there is no good combustion that produced or the engine will stop. just try to think of it, in fire triangle there are 3 types of element that can be used to produced fired (oxygen,heat and fuel)..
