if it is zone III or above or exposure condition is other than mild or moderate then grade of concrete should be higher than M25.

Yes you can adopt M20 grade but for for M 20 grade your mix design & structure design must passes through all the critical conditions of the earthquake loads & other loads like wind, dead, live loads
If your structurer considered M20 then its OK
