Control valve will turn its failure position either close or
open (FO/ FC)

Based on the process
1st If barrier fails before escalating to a incident - The answer is fail safe c/v CLOSE
2nd when barrier fails - fail safe action done - Then the fail safe action will be - c/v OPEN to atm / flair
