It can not be given a very exact technical reason on the basis of form factor because at EHT level we see that 800kV. We can say its an arbitrary standard from starting days of transmission of electricity to make uniformity all over the country.

IT IS DIRECTLY RELATED TO THE FORM FACTOR.I STUDIED POWER
SYSTEM AT LONDON UNIVERSITY AND I KNOW QUITE WELL THIS

selected in a standard manner by using standard tabular formula.

there is 13.8 KV (medium voltage) in Saudi Arabia and also
the 3 phase volt is 380 or 4oo or 440 or even 220 and 110
all of this aren't able to be divided by 11 so its not a
certain condition but its a standard values which is
unanimous by all engineering associations
