Delta is kept to isolate the earth faults on the star side.
Star is required where ever neutral is to be grounded or single phase(1ph + neutral) distribution is required.

in generation and transmission there is no single phase usage....so the transformer primary will be in delta. in distribution side we are using single phase. In single phase there will be a phase and nautral. The neutral is the return path of current.. So the secondary side having star connection.
