If it is universe based report,then we may have
restrictions at universe level.

to remove that:
->open universe->parameters->controls->set limit size of
resul set to maximum values and save export unvierse to
repository


Also check if any filter conditions or restrictions are
there at report level.

Edit the report query under Data Access -> Edit Query -> Query Properties.
Check the option "Max Rows Retrieved" and specify a value as required

Universe Level check:
1.Increase the 'set limit size of result set to maximum values' in parameters tab of universe

Report level check:
1. Check the properties of the report and increase the 'maximum rows retrived'
