3 element control on boiler controls Drum Level through
control applied on feed water control valve.
3 elements are
1) Drum Level (Master)
2) Feed Water Flow.
3) Steam Flow.
Formula applied on it is. C = A - B.
Where,
C = Control output to Feed Water CV.
A = Feed Water Flow
B = Steam Flow.

question is not clear?
But i thought this is three element boiler drum level
controller.
this controller inputs having drum level, steam flow and
feed flow . it controls output feed water control valve.
