When I use two metal wire dowsing rods and walk over the
septic tank,(or any other place where the ground has been
dug up) they swing apart. What force causes them to move?

they swing be'coz emf is induced in the wire due earth's
magnetic field ie Bh (horizontal component). and hence it
moves so as to nullify the cause which produces emf in it.
